Today, the public relations unit of the Flood Relief Operations Center announced five new evacuation centers in Bangkok and its vicinity as follows;

Special Report: 10 healthcare tips during flooding period

Dr Malinee Sukvechvorakij, Deputy Governor of the Bangkok Metropolitan Administration (BMA) said Bangkok Health Department has summarized flood victims's health conditions and healthcare problems. The department, thus, urges the people to take care of their health during flooding period with these 10 healthcare tips, as followed.

1.Constantly keep your body clean, especially your feet. After getting in contact with floodwater, you should wash your hands with soap and dry them. Also keep your hands clean by frequently washing them or using the hand gel.

2.In case of wading into the water, wear boots and apply ointment in order to prevent Athlete's foot. Carry long stick and intermittently hit the water to keep the poisonous animals away.

3.Be careful not to let the water get into your eyes for prevention of conjunctivitis.

4.Keep the utensil clean to prevent the gastronomical diseases.

5.Chose to eat healthy food. If there are bad smell or rancid, you should avoid the food.

6.Keep the children away from the flooding areas.

7.When having flu or conjunctivitis, you should isolate yourself in order to prevent the infection from others. Frequently washing hands and wearing hygiene mask are also advisable.

8.In case of any electrical leakage, if the flood reaches plugs, it is necessary to cut off the electrical supply.

9.Sandbags are to be used to close the lavatory for preventing the reflux. Using the 2nd floor toilet or using bags as a temporary toilet, keep the wastes and dispose them later after the flood reduces. You can put lime or EM first.

10.Practise stress reduction by talking to yourself, listening to the music and working on correct breathing.

FROC: More sluice gates need to be opened

The Public Relations Unit of the Flood Relief Operations Center (FROC) said that there is the necessity to open a lot more sluice gates such as Phraya Surane sluice gate in Khlong Sam Wa, resulting in a greater amount of water flowing into many districts of Bangkok. This will cause the flood water in communities situated along the canal to be 10-50 cm higher.

As for Prem Prachakon Canal, which already sees flood water behind its banks, it also has to bear the constant and rapid rise of water flows from Rangsit Canal. Therefore, the residents in the communities along the canal including Sai Mai, Khan Na Yao, Saphan Soong, Bueng Kum, Suan Luang, Bang Kapi, Don Mueang, Lak Si, Chatuchak and Bang Sue districts have to carefully watch out and be prepared for an announcement on relocation of belongings to higher grounds.

Eco-toilets sent to flood victims

Dentist Dr Surasing Wisarutrat, Deputy Public Health Physician of Chiang Mai, revealed that the Chiang Mai Provincial Public Health Office has sent a team of doctors and volunteers to assist flood victims in the central region for the second time.

So far, a hundred of doctors, nurses, and public health volunteers have been sent along with 27 mobile public health vehicles. On the second visit, the Chiang Mai Provincial Public Health Office, in cooperation with Rajamangala University of Technology Lanna Payap Campus, gave 100 sets of mobile toilets each consisting of plastic chair and lid to the flood victims in Nong Tao sub-district, Kao Liew district, Nakhon Sawan province.

The emergency toilets, which can bear weight of more than 100 kilograms, are easily used and environmentally friendly as they can be cleaned up with the use of antiseptic liquid, or EM, and lime, after which they can be reused.

The first lot of 500 eco toilets is targeted to be delivered to flooded areas constantly, the Chiang Mai Deputy Public Health Physician added.

Water begins receding in Ayutthaya, normalcy to return in a month

The flood level within Ayutthaya province is on the decline, prompting authorities to begin draining water out of the old city. The overall situation is expected to return to normal within one month’s time.

Improvements have been reported in the flood situation within Ayutthaya with decreases in flood levels of between 10-50 centimeters in Tha Ruea, Nakhon Luang, Bang Pahan, Ban Phraek and Maha Rat districts and between 1-5 centimeters in Bang Ban, Phak Hai, Phra Nakhon Si Ayutthaya, Bang Pa-in and Bang Sai.

Upon the declining water levels in the Chao Phraya and the Pa Sak Rivers, Ayutthaya Mayor Somsong Sappakosonlakul has instructed related officials to hastily siphon the floodwater out of the ancient city area of Ko Mueang. Ruptures on the flood barrier along Mahachai Canal have been blocked while nine large water pumping machines have been installed with a total capacity to discharge up to 1,000 cubic meters of water into the river per hour.

It is expected that roads will be reopened to traffic within the next ten days and normalcy will be restored in Ayutthaya within one month. Even though five industrial estates are still submerged, the authorities are waiting for the water to recede further before carrying out a recovery mission.

Boats found in Energy Ministry are solely for public donation

Energy Ministry's spokesperson claimed the boats found in the ministry would be distributed to the people, however, the steel boats needed to be returned to the donors to save users from electrical shock.

According to Mr Patchara Naripthaphan, the Energy Ministry's spokesperson, the boats in the Ministry of Energy belong to the ministry and other organizations under the ministry. They are being managed and distributed by the officials to ensure the efficient donation system. So far, more than 1,000 boats have been donated to the flood victims in 7 provinces and other 333 boats have been donated though the Flood Relief Operation Center (FROC).

He added that the ministry's name sign attached on the side of the boats are for making sure that the donated boats would be used for the community's benefits and not for personal purpose since they were large boats. Nevertheless, the ministry has to return the steel boats to the donors since iron is the conductor which might pose risk of electrical shock to the users.

Mr Patchara confirmed that the donation items sent to the ministry would not be destroyed like the ones in the FROC, Don Muang Airport. He claims that the Energy Ministry only brings the donation items to the flood victims, but it does not act as a receiver. Moreover, today more than 100 boats will be distributed, leaving about 10 boats which the nearby communities which the officials can use in cases of floods.

Free 3 toll ways for commuters until next month

The Expressway Authority of Thailand (EXAT) decided to extend its free service on 3 toll ways until 14 November, 2011 at midnight.

The 3 toll ways; namely Chalongrat, Burapawithi and Kanjanapisek will be open for commuters without any fees until the aforementioned day due to the prevailing flood crisis in Bangkok and its vicinity. It was originally scheduled to expire at the end of this month.

The purpose of the extension is to accommodate those who need to evacuate from the flooded areas to safer places and to relieve traffics from other roads. Commuters are not allowed to park their vehicles for their own safety. However, the EXAT has provided space for flood victims to park their cars free of charge. Those who are seeking parking spaces can contact the 24 hours emergency line at 1543.

Health staff sent to aid flood victims in BKK, Nonthaburi, Pathum Thani

The Ministry of Public Health has dispatched 38 mobile teams to provide medical attention for flood victims stranded in their homes across Bangkok, Nonthaburi and Pathum Thani.

Public Health Minister Witthaya Buranasiri stated that he had already called in 38 mobile medical units from various provinces and instructed them to travel into flooded zones within Bangkok, Nonthaburi and Pathum Thani to provide medical assistance for flood-affected residents. He explained that there were still a large number of people trapped in their residences, especially in Bangkok’s Bang Phlat, Thawi Watthana and Don Mueang districts.

Should any of the stranded experience illnesses, they are encouraged to post a green cloth or flag in front of their home in order to let the officials know that medical help is needed.

As for other provinces where the floods are subsiding, the Minister urged related sides to clean out garbage and debris at haste in a bid to ensure sanitation for the public and prevent post-flood diseases, such as leptospirosis, acute diarrhea, influenza and conjunctivitis.

According to Permanent Secretary for Public Health MD Paichit Warachit, a total of 395 patients have so far been transferred from hospitals in flood-hit areas of Bangkok to safer facilities in other provinces. He confirmed that there would be enough beds to accommodate patients from Bangkok if more of them needed to be relocated.

Today, Bangkok Governor Sukhumbhand Paribatra reported that the water situation in the Chao Phraya River is getting better with the water level of 2.44 metres above MSL (Mean Sea Level). The figure is slightly lower than the estimated level of 2.50 metres above MSL.

The governor said that although the high tide period has passed, the upcoming high tide in November is needed to be watched as well.

As for the flooding situation in Bangkok City, the flood level in Don Mueang, Lak Si and Bang Khen districts continues to increase and expand. Meanwhile, Bangkok’s side of Thon Buri still sees a huge volume of floods, particularly in Bang Phlat, Thawi Watthana, Taling Chan and Bang Khae which will come under close surveillance of the Bangkok Metropolitan Administration.

Special report: HRH Princess Maha Chakri Sirindhron inspires Mukdahan to help flood victims

Many tears have been shed and homes and lives of hundreds of people have been severely affected by this year’s floods. With helps coming in from all directions, residents of Mukdahan are ready to undergo training to build floatable toilets to help flood victims cope with the ongoing disaster.

Mukdaharn Governor Mr. Charnwit Wasayangkoon says those interested can apply for the course for free. The training will be held at the Department of Skill Development in Mukdahan province. The Governor reportedly funded the cause out of his own pocket. The course work is focused on the welding skills which are useful for any construction related works.

The Director of the Department of Skill Development, Mr. Weerasak Surasa, said the idea had been inspired by H.R.H. Princess Maha Chakri Sirindhorn’s concerns for the living conditions of those without basic facilities in time of crisis. He has, therefore, proposed to the Governor of Mukdahan to build 10 floatable toilets to give to flood stricken communities.

Mr. Weerasak said he had received 5 toilets; however, due to other expenses taken from the provincial budget for food and other supplies for flood victims, the remaining 5 will be built by Mukdahan residents. A model for a floatable toilet has now been constructed for those who have under gone training to use as a prototype. It is expected that all of them will be completed and ready for distribution within 5 days.

The Mukdahan Governer said he was satisfied with the training, adding that the cost per toilet was around 23,000 THB, which he said was not too high. He further elaborated that for it to be easy to deliver; the toilet should be made out of light materials while also mentioning the installation of the pumping system in the toilet as well.

The Governor said these toilets could be used in the water or on land. They are movable with wheels underneath and are worth 115,000 THB. He added that more materials needed at the moment were 200 liter containers and steel rods. Mr. Charnwit said money donation could also be made for a complete set of the floatable toilet at 23,000 THB.

BKK governor: Northern run-off subsides but BKK is still careful

Bangkok Governor Sukhumbhand Paribatra said the flood water level remains high and tends to flow into other areas of Bangkok. However, it is estimated that there might probably be no more northern run-off as water flows become more stable in contrast with the rapid flows in the beginning. However, he insisted on being careful with good preparations.

According to MR Sukhumbhand Paribatra, the flooding in Bangkok during the last two days saw devastating impact on the city’s outskirts. However, it is possible that the northern run-off is nearly over, judging from a calmer flow of water which is different from the furious and fast tides early this week. The governor called on all the 50 districts to stay prepared in case the situation changes for the worse.

As for the drainage system controlled by the Bangkok Metropolitan Administration (BMA), sluice gates are opened all the time while water pumping stations are also put to work 24 hours a day. This includes water pumps in Bang Khen area. Moreover, natural waterways are used to drain water to the eastern and western sides of the capital.

Regarding frequent conflicts concerning flood walls, the governor said attempts have always been made to negotiate with conflicting groups of people. He added that if the BMA has to repair the embankments outside its zones of responsibilities such as the sluice gate near Phahon Yothin Road, Pathum Thani province, it has to call in security units to prevent possible protests.

Don Mueang Airport is now submerged under 2 meter deep water

The flood level in Don Mueang Airport is now at 2 meters deep while the water on Vibhavadi Rangsit road has reportedly moved up to Lak Si intersection and flooded some parts of Bangkhen district.

Small vehicles are now unable to pass through the Vibhavadi Rangsit road section in front of Don Mueang Airport. Even though larger vehicles may be capable of wading through the flood, a report said it is still difficult for a military truck to use the road.

The report added that the flood water had spread into Bangkhen and Saphan Mai areas but was still contained at Lak Si Canal.

The local road, which runs parallel to Vibhavadi Rangsit road passing Thung Song Hong police station, Miracle Grand Hotel and Chulabhorn Research Institute, is not heavily flooded with vehicles still able to pass. However, Chaeng Watthana road has already been closed to the traffic.

Flood evacuation center at Rajamangala Stadium lively with helpful volunteers

The flood evacuation center at Rajamangala Stadium is packed with a lot of volunteers continuously coming to help and arrange recreational activities for flood victims. Governmental and non-governmental organizations also consistently donate necessities. Until now, the number of flood victims staying here is about 1,800. More people are coming to register as evacuees while some are moving out to stay with their relatives.

A great number of volunteers are people residing in and around the locality, including school and college students coming to give their hands. The average number of volunteers is no less than 500 people per day. Ms Thanchanok Taewattana, a student from Srinakharinwirot University Prasanmit Demonstration school, said when she heard that a flood evacuation center has opened at Rajamangala Stadium and needs voluntary help, she and her friends immediately registered to be volunteers. Although she is just a girl with limited assistance, she said she felt happy and proud by participating in such a rare experience like this.

Apart from being the flood evacuation center, the Rajamangala Stadium also serves as the distribution center of donated consumer goods, food and drinks which are offered to evacuees from other centers as well.

Highest tide of 2.50 meters above mean sea level expected today

The Department of Drainage and Sewerage of the Bangkok Metropolitan Administration reported that the sea tide would rise to its height twice today, at 11.31 am and 07.53 pm.

According to the Flood Protection and Control System Center, Department of Drainage and Sewerage, the high tide of +1.27 metres above MSL was expected to come at 11.31 am, followed by another one of +1.11 metres MSL, expected to rise at 07.53 pm.

Furthermore, the Hydrographic Department of the Royal Thai Navy estimated that the highest water level in the Chao Phraya River today would be 2.50 metres MSL at 11.31 am.

DDPM: 26 provinces including BKK hit by floods, 381 deaths

According to the Department of Disaster Prevention and Mitigation (DDPM), there have been 26 provinces which are affected by floods including Bangkok, Nakhon Sawan, Lop Buri, Suphan Buri and Uthai Thani whereas Sukhothai and Kamphaeng Phet have been dry already. Up to 2.4 million people from 7.2 million households have been affected while the death toll has soared to 381.

Today, the DDPM has listed 26 flood-affected provinces as

4) Utai Thani
5) Chai Nat
6) Sing Buri
7) Ang Thong
8) Ayutthaya
9) Lop Buri
10) Saraburi

Public Health Ministry: No medicine shortages in flood affected zones

The Ministry of Public Health has insisted that the supply of medicines for flood victims is sufficient even though over 10 production factories have been affected by the deluge.

Public Health Minister Mr Wittaya Buranasiri said despite the disruption to the production of 393 registered medicines, they have been stocked up in advance of the flooding. He assured there were no reports of the shortage.

Moreover, the stocks of medicines have been kept on the second floor of each factory. However, the Minister added that deliveries could be slow particularly to areas with high flood levels. In an attempt to prevent further impact, Mr Wittaya said he would propose to the cabinet this week three viable options.

The first measure is to hire a new manufacturer of the same drugs which is unaffected by the flood. The second measure is to import certain drugs with an approval from the Government Pharmaceutical Organization, and lastly, is to expedite the distribution of undelivered medicines from flooded factories.

The Food and Drugs Administration and Thailand Post Co. Ltd will cooperate in distributing and delivering necessary drugs to flood affected areas.

3 water pumps provided in case flood hits Lat Phrao

The Director of Lat Phrao district said that now the flood situation is being closely monitored. Three water pumps are already prepared so that the water can be pumped out if the flood actually comes.

Mr Bapit Saengkaew, the director of Lat Phrao district said that the situation in Lat Phrao district needs to be fully aware since the area is at risk of flooding. The preparation includes repairing flood dikes to make them ready for the flood, and 3 water pumps are in use to pump the water out.

However, if the flood situation reaches the critical point, evacuation needs to be hurriedly proceeded. There are 6 schools available for the flood victims to use as shelters namely Wat Lat-Phrao school, Wat Lat Pla Khao school, Thep Witthaya school, Khlong Song Krathiam school, Petch Thanom school, and Loi Sai Anuson school. Other two schools are being asked to join the program. Those who intend to evacuate to othe provinces will be informed to get prepared accordingly.

The flood situation in Wat Laksi is critical as it is now submerged under 80 centimeter-deep flood water.

In the latest flood updates, the water begun to flood from the rear section of the temple and has expanded into other areas within the compound. Residents living nearby have already begun to evacuate while the outbound traffic on Vibhavadi road is now closed from Laksi toll way.

Public buses refuse to go beyond this point while those who expect to use motorcycle taxi service have also been turned down as the flood level continues to rise.

Today, Prime Minister Yingluck Shinawatra posted a message on her facebook account named 'Yingluck Shinawatra', saying the government is working all the time to relieve people’s hardship.

In response to the criticism from residents in the flooded outlying areas of Bangkok that officials deserted them only to help protect inner Bangkok from flooding, the prime minister assured that the government would certainly not leave the citizens to strive on their own. The government has assigned two separate teams to deal with floods, one to protect Bangkok from flooding and the other led by provincial governors to take care of the residents in their responsible areas.

Moreover, the Prime Minister expressed concerns about the livelihood of people who have been stranded in the inundated areas for a long time. According to her, although the provincial governors have been instructed to take care of all of the flood-affected residents, the government still needs cooperation from people living in flood-hit areas to evacuate to shelters provided by the government in various provinces where evacuees can find good attention and comfort. As for those who are worried about their houses, police officers and relevant agencies have been ordered to patrol flooded areas for the safety to lives and property during the flood period.

Cheap chicken eggs sold like hot cakes

Low-priced chicken eggs put up for sales by the Commerce Ministry were quickly snapped up within minutes.

The sale of 100,000 fresh eggs, which was due to begin at 10 a.m. on Sunday, had to start 15 minutes earlier as hundreds of buyers formed a long line two hours before the schedule at Or Tor Kor Market in Chatuchak area.

Each customer was allowed to buy no more than 30 eggs, each of which was sold at three THB. The campaign came after complaints of egg shortages which were blamed on transport problems caused by the floods. Starting October 30, about 100,000 eggs are put on sale at low price daily at the market in a move to relieve shortages.

The Commerce Ministry, Charoen Pokphand Foods PCL and Betagro will join hands to dispatch mobile Blue Flag units to offer food staples to consumers at flooded areas until the situation returns to normal.

The Commerce Ministry has also decided to import three million eggs from Malaysia which will arrive in the country today and will be distributed to retail stores nationwide.

Deputy Bangkok Governor Teerachon Manomaiphibul said that after the sluice gates in Canal 9, 10, 11, 12 and 13 have been pulled down and the Royal Irrigation Department has installed more water pumps at the water pumping station in the lower part of Khlong Hok Wa, Canal 13, in order to release more than 10 million cubic metres of water into Bang Pakong River, the water situation in Khlong Song tends to get better as the water level does not increase. Believing that the measure is the right solution to the flooding problem, the deputy Bangkok governor estimated that the water level in Khlong Hok Wa will decrease to 2 metres above MSL in 5 days.

If the measure proves successful, 20 out of Bangkok's 50 districts which are business districts and are not in riparian strips, should be 80% unlikely to be inundated. Those districts include Din Daeng, Phaya Thai, Bueng Kum, Bang Sue, Saphan Sung, Wattana, Prawet, Bang Kapi, Sathon, Thung Khru and Ratchathewi districts, Mr Teerachon added.

Klong Sam Wa residents, who had blocked both sides of Nimit Mai Road and inssited on opening up the sluice gate for another 1 metre wide, finally destroyed the embankment after the negotiation proved unsuccessful. Min Buri district has seen much overflows, as a result.

Yesterday, at 10 pm a group of about 300 protesters who are local residents in Khlong Sam Wa district eventually broke through the guarding line of police officers after they had blocked both inbound and outbound Nimit Mai roads since around noon, forcing the responsible officials to open the sluice gate at Klong Sam Wa more wider, from 75 cm to 1 metre wide. Having successfully intruding inside, the protesters used hoes, spades and axes to smash the Khlong Sam Wa sluice gate, cracking the cement walkway as well. Moreover, they pulled down the sandbag floodwall, letting more overflows into Min Buri district.

However, Pol. Maj. Gen. Winai Tongsong, Acting Commissionser of the Metropolitan Police Bureau, went to negotiate with the protesters himself while Metropolitan Police Commander 3 called the Director of Department of Drainage and Sewerage to be informed that if the sluice gate is opened wider than this, the lower area which is the business and densely populated district will be affected.

The Bangkok Metropolitan Administration (BMA) has declared Taling Chan and Lak Si districts as flood-risk zones while suggesting residents to evacuate to temporary shelters as flooding continues to worsen.

During a press conference at the Bangkok City Hall, Bangkok Governor MR Sukhumbhand Paribatra stated that the flood situation in the capital still remained critical as the northern runoff was continuing its way toward the inner city while more high tides were expected in the Chao Phraya River. Therefore, all residents of Taling Chan and Lak Si districts are encouraged to immediately evacuate from their homes to nearby flood shelters set up by the BMA.

The BMA earlier issued an announcement designating Chim Phli, Taling Chan and Bang Ramad sub-districts of Taling Chan as areas to be specially monitored for inundation. However, the evacuation became necessary for the entire district as well as Lak Si, which borders Don Mueang, after the flood situation was found to be growing more severe.

The water in the Chao Phraya River in Bangkok on Sunday surged to a record high of 2.53 meters, overflowing onto several riverside roads. The lower Hok Wa and Thawi Watthana Canals experienced an increase of another 8 centimeters while Prem Prachakorn Canal also saw a 10-centimeter rise.

FROC to fix embankments after high tide period

The Flood Relief Operations Center (FROC) is preparing for embankment repair, which is due to finish by 15 November, after high sea tide period has passed.

Mr Tongthong Chandransu, FROC Spokesperson, said that after high tide period, officials will quickly start fixing leaks along the embanlments on 2 November and finish it by15 November.

By setting up additional water pumps, overflow in Rangsit field will be released more speedily through the slucie gate at Klong Sam Wa, San Saep Canal and into Bang Pakong River respectively. The release of water in this zone might cause controlable flooding in Bangkok's inner city covering Bueng Kum, Khan Na Yao and Suan Luang districts.

He also thanked residents living along Khlong Prapa, Lak Hok sub-district, Pathum Thani province for their cooperation with officials to fix the enbankments in order to block water from flowing into Khlong Prapa which might affect tap-water production in the end.

In the relief shelter in Don Mueang Airport, there are about 250 flood evacuees waiting to be taken to other centers while some of them are willing to stay on.

Prime Minister Yingluck Shinawatra confirmed that the government would not extend the special holiday as Bangkok's floods will rise no more than one metre high.

After the special cabinet meeting, Prime Minister Yingluck Shinawatra announced that the special holiday would not be extended, however, she urged private sector and government sector to allow their employees affected by floods to take leave to deal with their problems.

Initially, the flooding situation has not gone beyond the estimation, yet, it needs to be further estimated for another 1-2 days. If the embankments are well protected from damages, the water level will be stable and gradually subside. Bangkok's inner city is unlikely to be affected by floods, as a result. Moreover, the volume of the northern runoff is not massive due to the dam and canal systems which help speed up the water release process and control the flood level in Bangkok to remain within one metre deep. Nevertheless, the flood-risk areas along the enbankments still need to declared despite the fact that the water level is not dangerous.

As for the donation items in Don Mueang Airport which are reported floating and missing with the flood, the Prime Minister claimed that she has not be informed about this before, moreover, she denied of locking up the donation items in the airport, confirming that they have already been distributed to various locations. KU ready for evacuation in anticipation of floods

Kasetsart University (KU) is preparing for evacuation as floods are expected to cover the whole campus in a short time. Meanwhile, the Flood Relief Operations Center (FROC) is hurriedly relocating donation items to other locations.

Today, at 12.45 hrs., certain parts inside KU have been inundated after water started to leak inside this morning. Among the flooded spots is the water pump station where the water has reached the highest point at 30 cm high. As for approximately 650 flood victims taking shelter at the student dormitories, the university has issued a policy to evacuate all of them out of the campus as floods are expected to submerge the whole area within 1-2 days. Now vehicles are being sought out for evacuating flood vicims.

However, KU's evacuation plan was generally started 1-2 days ago when all of the instruments, materials and books were moved to high grounds.

As for the managment of the old FROC located in Don Mueang Airport, FROC Spokesperson Pol. Gen. Pongsapat Pongcharoen revealed that today was the last day cars would be allowed to enter the airport to transport the rest of the donation items. Pol Maj-Gen Amnuay Nimmano, Deputy Commissioner of the Metropolitan Police, warned of legal action to be taken against those found to have hoarded goods during the flood crisis with 7 year imprisonment or a fine of 140,000 THB or both as maximum penalties.

The Deputy Commissioner requested wholesalers and retailers to stop such actions. If the Department of Internal Trade, Ministry of Commerce, declares a new list of price control goods, hoarders will end up with a loss as the controlled price is set from the producers’ price plus the transportation cost which might be lower than the price set by hoarders.

Pol Maj-Gen Amnuay,moreover, urged that the sellers should hold on to their professional ethics and encouraged buyers to immediately report over-priced sales and goods hoarding to the police and the Department of Internal Trade. The Deputy Metropolitan Police Commissioner stated that no burglary and theft case in the household of the flood victims had been reported so far; however, he believed that such reports would come up during the post-flood period. In the latest flood updates, Song Wat and Soi Sam Sen 21 and 23 have reportedly been flooded when the sea water rose to the highest level this morning.

The water level in the Chao Phraya River was recorded at 2.53 meters above mean sea level which caused an overspill on Song Wat Rd as well as Sam Sen Soi 21 and 23.

The report added that the torrent at Chao Phraya and Rama 6 dams has been recorded at the speed of 3,254 cubic meters per second, declining from yesterday by 27 cubic meters per second.

10 Flood evacuee centers in Bangkok shut down due to rising floodwater

The Bangkok Metropolitan Administration (BMA) has already closed 10 flood evacuee centers which are located in 4 heavily inundated areas, prompting the transfer of 406 evacuees to other shelters outside of Bangkok.

According to the BMA, there are a total of 10,343 people staying in 436 school compounds which now serve as evacuee centers while ten of those have been closed as flood levels continue to rise.

These schools consist of 5 in Don Mueang which are Wat Weluwanaram, Phahonyothin, Prempracha, Pracha-uthit and Bumrung Rawiwan schools. Pattaya beach resort is crowded with flood-affected citizens fleeing to the East.

Floods in several areas in Thailand, particularly in Bangkok where water level is constantly increasing, have forced a huge number of people to relocate their belongings and take their family members to seek safety elsewhere.

PM confident flood would recede after Monday

Prime Minister Yingluck Shinnawatra expressed her beliefs that after tomorrow the flooding situation will start to ease, provided that there are no major downpours or rising sea water level.

She urged residents residing near canals not to destroy barriers in attempts to drain water out of their community, explaining that the barriers are the capital’s one of the last lines of defense.

Ms Yingluck assured the government was doing its best to manage the floodwater and that it would never abandon flood victims in the remote provinces, adding she had instructed authorities to thoroughly look after the flood affected areas.

She also urged the flood victims to leave their homes and stay in the evacuation center, adding that she had stressed the police to patrol the flood area to prevent burglaries.

As for additional holiday, the Prime Minister said that she would need to consult with the cabinet first, but added that she personally preferred more holidays until the situation return to normal.

The Department of Disease Control encourage flood evacuees to inform authorities in charge if they are sick as over 5-10 % of flood victims have reportedly contracted chronic diseases.

The Department Director-General, Dr. Pornthep Siriwanarangsan, said if medical treatments were not accessed soon, the patients' health could deteriorate. He advised that flood evacuees staying in the same shelter,should report to the shelter staff if they witnessed anyone with symptoms of diseases.

He said those who frequently developed hunger, perspired with shaking hands could be diabetic. Dr. Pornthep said severe symptoms for people who have diabetes include seizure and loss of consciousness. He advised that their conditions would improve in 5-10 minutes once treated with sugar or sweets.

However, if their sugar level is too high, they would become dehydrated, exhausted and eventually unconscious. It is important that a medication attention be sought once these symptoms have been detected.

As for those with high blood pressure, common symptoms may include dizziness, numbness in the feet or hands and a nose bleed. Dr. Pornthep said anyone with any kind of sickness should receive medications continuously. However they can call a public health hot line at 1442 for consultation or the Department of Disease Control at 02-5903333.

BMA : Siphoning could save the rest of Bangkok from flooding

Deputy Bangkok Governor Theerachon Manomaipaiboon, who is part of the water drainage committee, said to save the remaining parts of Bangkok, siphoning would be urgently needed as an addition to the flood barriers to drain the water.

According to Mr. Theerachon, tubes can be placed above or underneath the barriers to drain the floodwater. The idea has been discussed in the FROC meeting with supports expected from the Ministry of Industry and the Metropolitan Waterworks Authority. However, the Deputy Governor claimed he has not received any materials from both agencies so far.

Mr. Theerachon explained that water siphoning by tubes could help drain the water from Khlong Hok Wa in Sai Mai district to the east of Bangkok before releasing it into the sea. He added that these tubes should be installed within the next few days before every district of Bangkok came under water.

Within a few days areas of Chatuchak, Ramindra, Khan Na Yao, Bang Kapi and Huai Khwang could be flooded when the water level in the river rises above the barriers if the tubes are not built. He added that 20 districts of Bangkok would be saved from flooding if the tubes could be installed in 7 days.

MOPH to care for mental health of flood victims

The Ministry of Public Health has instructed provincial health officials to quickly help raise the spirits of flood victims and get them back on their feet while the Flood Relief Operations Center (FROC) has proposed a budget allocation of 109 million THB under a flood rehabilitation program.

Public Health Minister Wittaya Buranasiri said the quick response to provinces with receding flood levels was to restore the medical system such as hospitals, medical equipment, units as well as staff. The restoration will be funded by 109 million THB approved by the cabinet.

Another 68 million THB has also been proposed to promote jobs for those who lost theirs to floods. More rehabilitation and cleaning works in homes, toilets, fresh markets and waste management are expected to cost 20 million THB while the same amount will also be spent on water borne disease prevention measures.

Mr. Wittaya said the purpose of the rehabilitation on the flooded areas was to raise confidence in people both local and foreigners in the medical services.

As for mental health, Suan Prung and Nakhon Sawan Chittawet Hospitals will care for people in the North of Thailand while those in the central region can seek medical attention at Si Thanya and the Department of Mental Health. Psychologists from both the government and private sectors will be recruited on the voluntary basis to help flood victims with high stress level.

Bang Phlat almost totally submerged

Floods have submerged almost all parts of Bang Phlat district, forcing police officers to close nearly all the traffic lanes heading to the area while residents are constantly evacuating out.

At present, water level in the Chao Phraya River is rising continuously after several sections of the embankment along the river have broken. however, some sections have already been repaired up to more than one metre high.

Houses along Charan Sanitwong Road, mostly shops and accommodations, are now uninhabitable as dwellers are fleeing to live in other places. Tesco Lotus Bang Phlat branch, acting as the flood relief operations center in the area, is the only place selling goods to a lot of people stocking up necessities.

Meanwhile, the 2nd Infantry Battalion 1st Infantry Regiment Royal Guards has taken charge in providing boats and transports for public convenience.

Prime Minister Yingluck Shinawatra expressed her belief that the flood levels in Bangkok will decrease after the sea tide, which is expected to rise in two days, recedes.

Ms. Yingluck said after meeting with the water management committee yesterday that her government will continue to slow down the torrent coming from the north while the relief efforts have been made to drain floodwater into Khlong Saen Saep and Khlong Thawi Watthana.

She expected the situation to improve within a few days. Repair works have been underway on broken sections of barriers while more water pumps have been brought in to drain more water.

Thon Buri district could be affected by the rising level of the Chao Phraya River, the Prime Minister said, as a result of the high tides which could further raise the river level to 2.65 meters, approximately 0.1 meter higher than the barriers on the embankment.

The premier said while people should be aware of the natural occurrence, every effort will be made to protect the dyke; however, she said the overall situation would be better after the end of this month given that the runoff from the north would be lower.

Ms. Yingluck said concerning the demand for more public holidays, she said, it would depend on the Thai people especially for those in crisis to leave Bangkok, but the decision would be useless if people in flooded areas refused to evacuate.

Regarding the relocation of the Flood Relief Operations Center (FROC), Ms. Yingluck said the rising floodwater would not have any impact on the work of the FROC given that a backup plan had already been in place. The premier urged the public not to lose confidence in the FROC.

Production of Thai traditional medicine stepped up to help flood victims

The Department for Development of Thai Traditional And Alternative Medicine, together with hospitals across Thailand, is trying to increase the production of traditional medicines for flood victims while over 1,000 masseuses will be sent to the evacuee’s centers to help relieve their stress.

Director of the Department M.D. Supan Sritahmma, said medicines for coughing, diarrhea, gastritis, muscle pains, skin diseases and digestion are needed for people who have been affected by the floods.

The medicines are being distributed to flood victims across the country. Meanwhile, in an effort to reduce the stress level of flood victims, the Department for Development of Thai Traditional and Alternative Medicine will recruit around 1,000 volunteers who are experienced in the Thai massage therapy and those who have been trained in acupuncture to treat flood evacuees. There have so far been 2,709 people who have used the service from the volunteers.

Prime Minister Yingluck Shinawatra insisted the Flood Reliefs Operations Center (FROC) would not be relocated now although a new location had been prepared in case of emergency.

Ms. Yingluck also added that there would be no need to cut open any roads to drain floodwater. The Prime Minister said FROC Director Pol. Gen. Pracha Promnok would consider 3 other locations for the FROC operations should the Don Mueang Airport was no longer suitable.

The Prime Minister added FROC Spokesperson Pol. Gen. Pongsapat Pongcharoen had been instructed to convince 200 remaining flood evacuees to relocate to other shelters while assuring that the FROC would not pressure them by cutting electricity and water supply.

Bhumibol Dam is now receiving a continuously decreasing amount of water flow, and is able to resume its normal function of releasing 40 cubic metres of water per day.

Mr Narong Thaiprayoon, Director of Bhumibol Dam, said that at present the water situation in Bhumibol Dam was constantly improving as its water retaining capacity had risen from the lowest point of 3 cm high to 20 cm high. Yesterday, the amount of incoming water lowered to 35.16 million cubic metres, enabling Bhumibol Dam to resume its normal function of releasing 40 million cubic metres per day after it had been releasing 60 million cubic metres per day during the flooding period.

Bhumibol Dam, of which the current water level is 259.80 metres MSL or 13,399.77 million cubic metres, can retain additional 62.23 million cubic metres of water or 0.46% of its total capacity. Yesterday, 35.16 million cubic metres of water flowed into the dam. Today, the dam is releasing 40 cubic metres at the rate of 525 cubic metres per second to maintain the water level in the dam. With the mentioned factor and the flowing rate of Wang River at 120 cubic metres per second and that of Ping River of 645 cubic metres per second, the flooding problem at the area behind the dam and the central part of Thailand will, thus, be resolved.

The Metropolitan Electricity Authority (MEA) is confident that floods will not affect electricity distribution, particularly in Bangkok's inner city zone. Mrs Jongkolnee Tantijattanon, Director of the MEA Bang Khen office, confirmed that electricity distribution to Bangkok's inner city will not be disturbed by the current flooding crisis since businesses, department stores, hospitals and private offices have cooperated with the MEA in advance to prepare for the situation.

Underground power lines, such as those under Silom and Sukhumvit Roads, are fully equipped with an efficient protective system. Today, the MEA will lay separate electricity lines from its transformer on Vibhavadi Rangsit Road to the Flood Relief Operations Center (FROC) at Don Mueang Airport, which is 300 metres away, so that the center will not be affected in case the Airports of Thailand (AoT) is unable to supply the electricity, or the electricity is cut out for flooded zones. With the separate wiring system, the FROC will be free from electricity blackout due to floods.

Over 10,000 flood victims choose Chon Buri as shelter

A large number of flood victims have fled to Chon Buri where accommodations are easy to find and provincial authorities are ready to facilitate their visits.

Following the severe flooding situation in Bangkok, Chon Buri province has mobilized its personnel in every sector to help deliver assistance to flood-fleeing visitors. Chon Buri has opened two flood relief centers, located inside the Institute of Physical Education, Chon Buri campus and the Chon Buri Community development learning center, to be shelters for flood victims.

Many people have already evacuated to Chon Buri. Some families rent an apartment while some move to live with their relatives in popular zones such as Muang, Bang Saen and Pattaya.

As for hospital visits, there are averagely 160 out-patients seeking treatment per day. The number of people taking shelter in Chon Buri is estimated to be more than 10,000 people at present.

Flood water in certain sections of Phahonyothin Road is now more than 30 cm high, leaving only one traffic lane usable. Military vehicles are offering their services for commuters along the way.

The water level along Phahonyothin Road has reached the height of more than 30 cm, resulting in the closure of most of the traffic lanes. Chon Buri Deputy Governor Patarathorn Tianchai said the Provincial Evacuation Center located in the Institute of Physical Education Chon Buri Campus is paying good attention to flood evacuees by holding two meetings daily, at 9 am and 7 pm, to discuss the evacuees' problems.

According to Mr Patarathorn who also is director of the provincial evacuation center, the number of the flood victims residing in the center is 1,693 currently, comprising 450 at Building A or the gymnasium, 99 at Building B or the cafeteria, 301 at Building C or school building, 273 at Building D or Campus Building, 440 at Building E or Academic Resource Building and 130 at Building F or Old Academic Resource Building. Combined with 166 flood evacuees at Chon Buri Community Development Learning Center and 132 others at the Institute for Skill Development Division 3, the total number of the evacuees is 1,891.

Chon Buri province has so far provided 9 evacuation centers which can accommodate up to 9,437 flood victims. Until now only 1,891 flood victims have occupied the space, leaving vacancies for 7,546 more people. Moreover, charitable organizations have supported the relief efforts by installing giant-screen televisions free of charge and offering tour programs and recreational activities to help reduce their stress. Furthermore, every district chief has been ordered to look for more accommodations for evacuees as the province has set a goal to accommodate more than 100,000 flood victims.

Channel to be dug across eastbound roads to hasten floodwater release

The Flood Relief Operations Center (FROC) and the Bangkok Metropolitan Administration (BMA) have agreed to dig a water passage across two major eastbound roads in hope of speeding up the flood diversion to the sea.

Speaking of the attempt to resolve the flood crisis, Deputy Bangkok Governor Theerachon Manomaipiboon disclosed that the FROC and the BMA were trying hard to expedite the discharge of floodwater into the Gulf of Thailand via the canal system within the eastern part of Bangkok. However, the Chon Buri Motorway and Bang Na-Trat Highway, which are headed toward the East, are deemed as major obstructions to the water course.

Therefore, a joint decision has been made by the FROC and the BMA to excavate the two roads to open a channel for the floodwater to flow more directly toward the sea. Prior to the digging process, which is expected to complete within three days, temporary flyovers will be installed at the sites in order to allow traffic to carry on as usual.

If the water can travel down the passage as planned, it will be met with nearly 100 water pumps and will be quickly siphoned out to the sea. Improvements in the flood situation can then be expected within 2-3 weeks.

However, Mr Theerachon admitted that impacts on residents living near the flood channel would be inevitable. He thus emphasized the need for the Government to formulate a concrete rehabilitation plan for them.

Chiang Mai Governor is planning to ask the hospitality sector to exempt a reservation fee for tourists who need to postpone their stay as the Royal Flora 2011 has been rescheduled to start from 14 December this year and lasts until 14 March 2012.

Following criticisms regarding the two almost consecutive postponements of the Royal Flora this year, the organizer has now confirmed the new schedule for the event. It will begin on 14 December this year and end on 14 March 2012.

In his explanation, Chiang Mai Governor M.L. Panadda Disakul said the new timing would better suit the event given that now the flooding crisis still prevails in the lower northern and central regions. Many Thais are still coping with the disaster and roads, mainly the Asia road, going to the North have been cut off by floods.

Thai people have been overwhelmed by the impact of the deluge and are not ready to launch a trip to see the Royal Flora. The Governor added that the opening of the event will be in winter, which the Department of Meteorology has forecast to last longer this year.

Tourism in this time of the year will make the trip to see thousand species of plants even more exciting. The coldest time of the year, as predicted by the meteorologists, will begin from mid-December to early January next year; therefore, the decision to set up a new date for the event was reasonable.

For those who have made advance room reservations in Chiang Mai, M.L. Panadda will discuss with the representatives from the hospitality business, airlines and the State Railway of Thailand to exempt the incurred fee for those who were forced to change their reservations or train tickets to be closer to the opening day.

The Royal Flora 2011 will be held to celebrate the 84th Birthday Anniversary of His Majesty the King, the 80th Birthday Anniversary of Her Majesty Queen Sirikit and the 60th Birthday Anniversary of His Royal Highness Crown Prince Maha Vajiralongkorn. So far, all of 140,000 tickets have been bought in advance of the event.

FROC s latest updates on flood in Bangkok

The Flood Relief Operations Center (FROC) has released its latest flood updates last night at 18.00 hrs. s on the current situation in Bangkok.

Residents of Don Mueang, Bang Phlat, Sala Thammasop and Thawi Watthana have been told to evacuate earlier today due to fast rising flood water.

Don Mueang became water logged due to an overspill from Khlong Prem Prachakon while similar incident had also been reported at Khlong Rangsit near Phahonyothin rd.

The runoff from Bang Kruai district of Nonthanuri caused the area in Bangplad to flood. Barriers erected in the said area buckled while the water level in the Chao Phraya River began to rise higher than expected.

Barriers along the embankments of Khlong Maha Sawat and Khlong Khun Si Burirak have been partially breached, causing Thawi Watthana to flood. Repair works on the damaged spots have been underway.

The FROC is keeping the situation under surveillance in Sai Mai, Lak Si, Bang Khen, Lat Phrao, Wang Thonglang, Khan Na Yao, Khlong Samwa, Nong Chok, Minburi, Lat Krabang and Thawi Watthana.

Water logged areas reported on Phahonyothin rd from the Monument to soi 54/1, on Vibhawadi rd from Don Mueang to Lak Si, on the entire Song Prapha rd, Sai Mai rd ( Wat Nong Yai to Soi Phoem Sin), on Chaeng Watthana rd ( Khlong Prapa to the military base), on Sirindhorn rd ( the Department of Highway to soi Rung Pracha), in front of Pata Department Store, on Soi Charan Sanitwong 41-45, Bhuddha Monthon intersection 2-3 ( the flood level reached 1 meter deep in Amon Chai Estate in Buddhha Monthln3), in Bang Phlat tunnel.

The FROC will be monitoring the water level in the Chao Phraya River from 28 to 31 October 2011.

Mahidol Univ orders evacuation of staff and students as water swamps nearby areas

Mahidol University has issued a warning to staff and students at the Salaya Campus to evacuate the site immediately after nearby communities began to flood. The water level is expected to reach 1-2 meters.

Clinical Professor MD Piyasakol Sakolsatayadorn, President of Mahidol University, declared that all faculty members and students must leave the Salaya Campus facilities as quickly as possible. He pointed out that surrounding places, including Salaya Municipality and both the Old and the New Markets, had already been deluged by floodwater.

According to the university’s projection, the water might overflow the flood barrier set up around the campus and could become as deep as 1-2 meters in only a few days.

On this occasion, Mahidol University has prepared its campus in Kanchanaburi province to accommodate any staff members and students who cannot return to their homes. The shelter at the campus has a capacity of 600 persons.

Soldiers from all units told to operate at all flood-risk areas

Soldiers from all units have been instructed to assist flood victims and operate at flood-risk areas in the country around the clock.

The instruction was given by Defense Minister General Yuthasak Sasiprapa, who stressed the readiness of the Army to help ease the flooding situation and the hardships of the affected people.

Energy Minister Pichai Naripthaphan stated that the current flood disaster has put Thailand in another critical time, forcing the preparation to reserve national energies.

Ministry of Energy has a plan to extend the period of oil storage from 18 days to 29 days, hoping to meet the demand during the time of crisis shared by Thailand and other countries. The plan is now during the build-up process joined by government and private sectors.

It is initially found that oil depots owned by the private sector still have potentials to store up more oil. So far, 276 gas stations nationwide have been affected by floods and 242 of them have closed down. Among them are 88 LPG gas stations, NGV gas stations and 18 gas filling plants.

Nevertheless, the Bangkok North power plant still continues its operation as usual with back-up plans prepared in case of emergency. It is confirmed that Thailand will not see oil and gas shortage but the shipping might be delayed due to some changes in delivery routes.

Prime Minister Yingluck Shinawatra has conferred with related authorities from 26 provinces where flooding still persists while stressing the need for damages to be assessed at haste after water subsides.

In his capacity as Director of the Emergency Operation Center for Flood, Storm and Landslide, Permanent Secretary for Interior Phranai Suwannarat reported that 26 provinces across the country still remained under floodwater. They comprise Sukhothai, Phichit, Phitsanulok, Nakhon Sawan, Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Ayutthaya, Lop Buri, Saraburi, Suphan Buri, Nakhon Pathom, Pathum Thani, Nonthaburi, Samut Sakhon, Ubon Ratchathani, Khon Kaen, Si Sa Ket, Surin, Roi Et, Maha Sarakham, Kalasin, Chachoengsao, Nakhon Nayok and Prachin Buri.

Over 730,000 families or 2 million people in 140 districts are still affected by the disaster. The death toll has risen to 373 with two persons declared missing. Devastation has been reported on over 10 million rai of farmland and nearly 300 roads.

Prime Minister Yingluck has called a meeting via videoconference with related agencies representing the 26 flood-hit provinces, during which rehabilitation measures for local residents were emphasized. The premier insisted that workers who lost their jobs due to the catastrophe must be employed again after the situation had returned to normal while flood damages must be speedily evaluated in order for assistance to be promptly given to those in need.

In the meantime, Ms Yingluck suggested that cooking ingredients, rather than instant foods, be provided for victims who chose to stay in their homes in a bid to allow them to prepare healthy meals for themselves while waiting for floodwater to dry up.

Evacuation center at Rajamangala Stadium full

The Sports Authority of Thailand (SAT) has reported that the flood shelter recently set up at Rajamangala Stadium is now fully occupied. Any additional evacuees will be sent to other shelters in Chon Buri and Saraburi.

Deputy Governor of the SAT Somkid Pinthong indicated that the sheltering center at Rajamangala Stadium at the moment already had more than 1,400 occupants out of its capacity of 1,500. Moreover, another batch of 30-50 evacuees from Don Mueang Airport as well as 30 more from elsewhere are expected to arrive soon.

Therefore, a decision has been made to not accept any more evacuees. From now on, flood victims in need of shelter will have to be passed on to two other sport facilities in Chon Buri and Saraburi provinces.

The occupants at Rajamangala Stadium have been living in the stadium area, athletes’ rooms and the medical science building. The shooting range has recently been opened as additional living space for the evacuees to provide them with more convenience.

Private sector proposes digging of 5 roads to help push flood water into the sea

Mr Ninnart Chaitheerapinyo, an expert from the private sector, and his team have proposed to Prime Minister Yingluck Shinawatra a plan to drain flood water into the sea via the eastern part of Bangkok. The plan involves dredging 5 roads namely Nimit Mai, Pracha Ruamjai, Rat U-Thit, Suwinthawong and Ruam Pattana, to open passageways for flood water to be released as much as possible.

When completed, the plan will be able to release 60 million cubic metres of water into the open sea per day. And when combined with the amount of water released from all of the canals existing on the east side of the capital, the capacity will be raised to 120 million cubic metres per day.

Expressing her support to the plan, the prime minister suggested that the Royal Irrigation Department and the Department of Highways jointly conduct an aerial survey of the roads involved prior to implementation, to make sure that industrial estates and citizens in the areas will be least affected by the plan.

Mr Ninnart commented that once the feasibility survey is completed, it will not take much time to complete the dredging of the five roads.

Royal Irrigation Department warns of 20 cm higher water level above Chao Phraya Dam today

Mr Dharongkorn Somton, Director of the Office of Royal Irrigation 12, revealed that following Prime Minister Yingluck Shinawatra's order made at the recent meeting of water management officials, the Royal Irrigation Department has been assigned to control the amount of water flowing through the Chao Phraya Dam during the high tide period to protect the areas already flooded.

The Royal Irrigation Department has been instructed to keep the water level above the Chao Phraya Dam at +17.60 MSL (Mean Sea Level) during 26 - 30 October 2011. The procedure will cause the water level in the Chao Phraya River behind the dam to increase by 20 cm, after which the level will recede gradually. The effort will help protect the areas which were once flooded. Therefore, the residents along the course of the river are urged not to pull down the existing floodwalls including small earth dykes and sandbags, but to keep them at the same positions until the water level above the Chao Phraya Dam decreases to +16.50 MSL.

Sai Mai residents told to evacuate before noon

The Office of the Bangkok Metropolitan Administration (BMA) says every resident in Sai Mai district will be evacuated to the evacuee center before noon as the area has been completely flooded.

While no official closure to the area has been mandated, the flood water has pretty much covered the entire district. Sai Mai residents are told to move into the designated shelter from now.

BMA officials are keeping an eye on the surrounding areas of the district while Bangkok Governor M.R. Sukhumbhand Paribatra is confident that not all of the 50 districts in Bangkok will need to evacuate.

He also expected the water level in the Chao Phraya River to rise to 2.52 meters today; in which case it will spill over the barriers. The tide is anticipated to reach its height of 2.6 meters tomorrow.

Mochit 2 packed with passengers leaving Bangkok

Mochit Bus Terminal 2 is reportedly packed with passengers wanting to return home as Bangkok is threatened with flood.

Following the government’s public holiday announcement in 21 provinces, from today until next Monday, those whose homes are in the countryside have flocked to the Bangkok Bus Terminal at Mochit hoping to flee the flood during the long weekend.

The Transport Company reported that since the company has no advance booking policy; trips to the Northeast have to be bought on the same day the buses leave. More passengers have arrived at the Bus Terminal to purchase tickets in advance for the evening’s and tomorrow’s trips.

According to the company, there are currently 127 buses available for 5,000 people who wish to leave Bangkok throughout the day. Over 30 buses have already left the capital city. The Transport Company expressed concerns that the bus might not be able to arrive on time due to heavy traffic in some areas. However, the company will provide more buses to make sure no one misses a trip.

Army Club prepared to receive flood evacuees from Don Muang Airport

The Ministry of Defense has ordered military officials to be on guard for flooding in all risky areas of Bangkok while confirming the readiness of the Army Club to accommodate evacuees relocated from Don Mueang Airport.

Speaking of the flood prevention measure and the assistance for flood victims in Bangkok, Defense Minister General Yuthasak Sasiprapa said he had commanded the military to dispatch personnel to all flood-prone zones within the capital in order to keep a close watch on the situation around the clock. Army inspectors have also been assigned to look into a report that some parts of flood barriers in eastern Bangkok had been torn down by local residents.

In the meantime, the duty to protect and reinforce the embankment along Thawi Watthana Canal has been given to the Royal Thai Navy. The canal is said to be one of the major gateways to Bangkok for the northern runoff.

As floodwater has already engulfed Don Mueang Airport, where an evacuation center is located, Gen Yuthasak affirmed that the Army Club on Vibhavadi Rangsit Road had been readied for the evacuees should they need to be relocated.

IMF demands action from Belarus before loan talks start

Belarus should demonstrate its commitment to economic reforms with concrete measures before negotiations for a much-needed loan could start, an International Monetary Fund (IMF) official said here Monday.

Chris Jarvis, head of the IMF mission to Belarus, did not give a timetable for the negotiations, saying they would depend on the depth and speed of reforms initiated by Minsk.

Belarus had been asked by the IMF to reduce inflation by raising interest rates and to continue cutting government spending, Jarvis told a briefing.

Belarus has requested a loan of up to 8 billion U.S. dollars from the IMF in the wake of a balance of payments crisis earlier in the year. However, the IMF said the government had failed to present a sound economic program and it sent in a new mission to Minsk in October.

As the Belarusian ruble lost value, consumer prices soared nearly 80 percent in the first nine months of the year.

Pua Thai to dismiss the Political Reform Committees

Puea Thai Party is prepared to collect names in order to dismiss the newly-set-up Political Reform Committee.

Puea Thai Party’s spokesman Mr. Prompong Nopparit stated the political reform led by King Prajadhipok’s Institute was the secret, deceptive and hidden version as the mentioned institute was assigned to lead the political reform, following a secret meeting among seniors from the government, the military and King Prajadhipok’s Institute.

He added that Puea Thai party was reported that Professor Sujit Boonbongkarn was to serve as Chairman of the Political Reform Committee which would have a tenure of 19 months. This was to lengthen Mr. Abhisit’s Cabinet to be in power for 3 years.

While Mrs. Thitima Chaisaeng, a Chachoengsao MP, said as an alumna she was disappointed with the institute and she would collect names to dismiss the newly-set-up committees. She reasoned that after the 19 September coup, Professor Noranit Setthabut joined the Council for National Security (CNS) and nobody criticized the government in that period.

The United Fronts of Democracy against Dictatorship (UDD) not taking part in the political reform

The United Fronts of Democracy against Dictatorship (UDD) core leader, Jatuporn Prompan, said he and UDD leaders would not take part in political reform.

Mr. Jatuporn, a Puea Thai MP revealed he would not join the political reform which the government entrusted King Prajadhipok's Institute to conduct. He reasoned that as seen in the past when there was a revolution, persons from the institute often involved in the action and the institute was also the writer of the 2007 constitution.

Mr. Jatuporn also stated the mentioned institute lacked the democratic soul and this action was only to prolong Mr. Abhisit’s Cabinet in power. For him he thought the constitution of People’s Committee for Amending the 2550 Constitution was more suitable for a political reform.

He confirmed that a major rally of the red-shirt group would take place towards the end of March, after the no-confidence debate against the Government. The rally would be upgraded into a call for the Government to resign.

Navy Chief : Thaksin’s phone-in will not affect Govt’s work

The Navy Commander has expressed his belief that the former Prime Minister’s phone-in will not affect the government’s operation and that Thai people will use their discretion when receiving information through the media.

In response to the ousted premier Thaksin Shinawatra’s planned phone-in on March 12 from the Foreign Correspondents’ Club in Hong Kong, the Royal Thai Navy Commander-in-Chief Admiral Kamthorn Phumhiran deemed the information to be included in his speech as merely a personal viewpoint. He concurrently voiced his confidence that all Thai citizens would be capable of exercising their judgment and referring to past experiences while hearing such controversial statement. The Navy Chief also assured that the move would not disrupt the government’s administration by any means.

As for the United Front of Democracy against Dictatorship (UDD) protest against the Prime Minister and Cabinet members during their provincial visit, Admiral Kamthorn reminded that every individual has the right to express opinion as long as it is in compliance with the law. In addition, he believed that the majority of Thai citizens understand and realize the government’s determination in driving the country forward.

Satit: Govt not involved with community radio closures

Minister to the Prime Minister's Office Satit Wonghnongtaey said several community radio stations had been using improper wordings and violating the monarchy and affirmed no Government’s intervention in their closures.

Mr. Satit denied rumors that the Government would close community radio stations. He said that the decision to open or close a community radio station would be made by the Radio and Television Broadcast Subcommittee under the National Telecommunications Commission (NTC).

Mr Satit said that he was informed of the letter sent to the community radio station FM 92.25 warning the use of improper wordings according to the complaints filed against the station. Mr Satit said that many other community radio stations would be put through legal proceedings for criminal charges also.

As the Minister in charge of the media, Mr Satit said that the Government had not ignored problems associated with community radio stations. He said that there had been so many complaints filed by the people indicating that some of the stations use agitating wordings against the Government and the monarchy.

Mr Satit also asserted that the subcommittee operated independently, not at the order of the Government.

Mr Satit said that the subcommittee would be working until the Organization of Frequency Allocation and Supervision of Radio Broadcasting, Television and Telecommunication Enterprises Act came into force.

The Act is expected to be in effect in about 7 to 8 months. Mr Satit said that license for operation of community radio station for community service would be issued as an initial measure for media reform.

The Deputy Prime Minister denies having problems with the People’s Alliance for Democracy (PAD)

The Deputy Prime Minister has confirmed on having no problems with the People’s Alliance for Democracy (PAD), deeming the recent argument as a misunderstanding, which should not affect the government’s operation.

Deputy Prime Minister for Security Affairs Suthep Thaugsuban affirmed today (March 10) that there has never been any conflict between him and the PAD or its core leader Sondhi Limthongkul. Following Mr. Sondhi’s words against him, the deputy premier viewed that it had been a result of a misunderstanding and admitted that his political role has posed a great difficulty for him to satisfy all sides. However, he expressed his readiness to listen to every voice while being confident that such personal issue would not impact the government’s operation.

Regarding the issuance of arrest warrants for 21 PAD members, Mr. Suthep assured that much progress has been reported. He further spoke of the possible transfers of Deputy Metropolitan Police Commander Pol. Maj. Gen. Umnuay Nimmano as well as around 30 director-generals and provincial governors within the Ministry of Interior, saying that they would be considered with the appropriateness and benefits taken into account.

In preparation for the red-shirted group’s movement to take place on March 27, the Deputy Prime Minister said he would adhere to the security measures, which had been adopted over recent rallies.

Defense Minister to visit Chiang Mai, no worries about UDD protest

Defense Minister Gen.Prawit Wongsuwan will be visiting Chiang Mai province today (March 10th) to acknowledge problems of the locals while declining to comment on former premier Thaksin Shinawatra’s frequent phone-ins to his supporters.

Prior to his provincial visit in Chiang Mai, Gen.Prawit said that he would observe operations of military personnel there and listen to local people's problems in order to find solutions for them without paying special attention to particular problems. The minister said he was not worried about protests against him by the red-clad United Front of Democracy against Dictatorship (UDD) supporters.

Gen.Prawit further stated that he might not need to make any special orders if Mr Thaksin would return to Thailand since there are existing legal procedures to deal with the fugitive former prime minister. He also said Mr Thaksin's phone-in is a personal matter.

Govt Whip calls for more specific information in opposition’s censure debate

The Government Whip Chairman has called on the opposition to be more specific in its information during its censure debate while assuring that a committee would be established to oversee debates.

Chairman of the Government Whip Chinaworn Boonyakiat spoke in the occasion of the opposition’s threat to submit its no-confidence agendas this Wednesday, March 11, requesting that the opposition presents more specific details in its claims against members of the administration than in the past if it is bent on such an action.

Meanwhile, Mr. Chinaworn concurrently voiced confidence that the government's work over its brief period in power has not yielded any flaw that can be exploited by the opposition. Nonetheless, he said the Whip is forming a committee to monitor the opposition's censure debate and to create correct understanding among the public in case of the opposition’s provision of groundless evidence or distorted facts.

The Whip Chairman added that, upon the opposition’s proposal of no-confidence agendas on March 11, the censure debate should be able to commence around the end of this month. Regarding the Prime Minister Abhisit Vejjajiva’s planned visit to foreign countries, he assured that the premier has arranged his schedule with the possible debate in mind.

OAG to negotiate extradition treaty with Hong Kong soon

The Office of the Attorney General revealed that it was in the process of negotiating an extradition treaty with Hong Kong soon for the apprehension of former Prime Minister Thaksin Shinawatra.

Director General of the Foreign Crimes Division of the OAG Sirisak Tiyapun revealed that the pursuit of deposed Prime Minister Thaksin Shinawatra, who had been sentenced to 2 years imprisonment for his unlawful purchase of land in the Ratchada area has progressed to the formation of a joint committee between the OAG and the Ministry of Foreign Affairs.

The committee has been established with the singular purpose of following the movements of Dr. Thaksin and is currently coordinating with authorities in Hong Kong in preparation for the negotiation of an extradition treaty.

Mr. Sirisak assured that the seemingly extra effort being put into extraditing Dr. Thaksin was not a vendetta between him and the government, stating that the extradition treaty between Thailand and Hong Kong has been long overdue since steps to negotiate the document began several years ago.

He remarked that the exact whereabouts of the ousted PM were not even known, with only unconfirmed information indicating that he was in the Hong Kong area.

Democrat Party spokesperson: extradition treaty not politically motivated

Democrat Party Spokesperson Buranaj Samutharak asserts Thailand-Hong Kong’s extradition treaty is a collaboration to reach an agreement, not a political motive as alleged by former Prime Minister Thaksin Shinawatra.

Mr Buranaj said that the Democrat Party wanted the Government to affirm that charges against Mr Thaksin were not political, and Mr Thaksin was not a political prisoner but a criminal.

Mr Buranaj’s statement was in response to former Prime Minister Thaksin Shinawatra’s allegation that extradition treaty between Thailand and Hong Kong was discriminatory and politically motivated.

Mr Buranaj also said that the extradition treaty was for criminal cases, not political ones. He added that the treaty was a result from the collaboration to reach an agreement between Thailand and Hong Kong, which had been in progress from recent past.

Regarding the coming censure debate that Phua Thai Party said that the party would not bring up sexual scandals as debating agenda, Mr Buranaj said that Phua Thai Party might have realized that the current Thai society would not accept old politics as much as before so they decided to change the agenda.

Phua Thai Party to propose PM dismissal on Mar10

Phua Thai Party will propose the dismissal of the Prime Minister on March 10, and remains confident that coalition parties and opposition parties will accept if the information is revealed.

Phua Thai Party’s Members of Parliament (MP) of Yasothon Pheeraphan Phalusuk , who was responsible for the submission of a no confidence motion on the Prime Minister had revealed the progress of the no-confidence debate preparations that the executive board of the party agreed to submit dismissal proposal of Prime Minister Abhisit Vejjajiva on March 10 and submit no-confidence debate on the Prime Minister and the Cabinet on March 11.

The Prime Minister would be debated for his dismissal on 14 issues, such as ignoring to maintain the country’s benefit and breaking the law.

The executive board of Phua Thai Party believed that if the information was revealed to public, the coalition parties and the opposition parties would accept the information.

Meanwhile ministers who will be debated and the Phua Thai Party MPs who will be debaters will be finalized on March 11. Currently Opposition Chief Whip Witthaya Buranasiri was assigned to select MPs who would like to join the debate.

Thai Airways International (THAI)’s labor union opposes moving all THAI flights to Suvarnabhumi International Airport.

President of THAI Labor Union Jamsi Sukchoterat together with THAI employees had submitted a petition to the Senate Committee on Consumer Protection and on Transportation, seeking THAI's continued service providing at Don Muang Airport. They argued that it was not reasonable to move all operations to Suvarnabhumi Airport in order to save 640 million baht of expense, if the executives had vision, they should find the way to increase income and see the opportunity to compete with other airways, but not destroying the company’s competitiveness with this plan.

Moreover the government’s policy of “Single Airport” had not been clarified as there were still other airlines that provide their services at Don Mueang Airport. However if the Suvarnabhumi Airport was developed in the second phase, Don Mueang Airport could be used as maintenance center, and the company could then move all services to Suvarnabhumi Airport. Meanwhile both committees affirmed to examine the petition for transparency and maximum benefits of consumers.

Thai-Hong Kong extradition treaty to completed soon

An extradition treaty between Thailand and Hong Kong is soon to be completed but may not come up in time for former Prime Minister Thaksin Shinawatra’s speech on 12 March.

The Sunday Morning Post, a local newspaper in Hong Kong reported that the extradition treaty between Thailand and Hong Kong was due to be completed soon.

Director-General of the Office of the Attorney-General's International Affairs Department Sirisak Tiyaphan said that the cooperation between Thai and Hong Kong was to bring criminals using loophole of the law to jump off their cases back to their home countries.

The treaty is known as one of the bids to bring the ousted Prime Minister Thaksin Shinawatra back to Thailand. However, the treaty may not be in time with the speech that the ousted Prime Minister will deliver at the Foreign Correspondents' Club of Hong Kong on 12 March.

A legal source said that there have been constant negotiations on the extradition treaty between Thailand and Hong Kong, but the process has been speeded up since last year. It is certain that the treaty will include Mr Thaksin in the list although the treaty in general is not initially made for any specific purposes.

Mr Phongthep Thepkarnchana, the personal Spokesperson of former Prime Minister Thaksin Shinawatra said that Mr Thaksin will not go to give his speech on the stage at the Foreign Correspondents' Club of Hong Kong on 12 March but will deliver it via video-link instead.

Deputy Secretary-General to the Prime Minister and acting Government Spokesman Panitan Wattanayagorn said that the government would negotiate with countries, where traces of Mr Thaksin were found, to narrow down movements of the ousted Prime Minister.

Mr Panitan said that Mr Thaksin would be forced to go to some small countries and become less powerful until he had to return to Thailand.

Deputy Prime Minister for Security Affairs Suthep Thaugsuban asserted on the treaty that he always welcomed Mr Thaksin's return. Mr Suthep also said that Mr Thaksin’s phone-in talk during the anti-government United Front for Democracy against Dictatorship (UDD) rallies was acceptable since Thailand is a democratic country.

The meeting at King Prajadhipok's Institute this morning (March 9) focused on the setting up of a Political Reform Committee while the Academic Committee of the Institute showed no objection if Professor . Sujit Boonbongkarn was to serve as Chairman of the Committee.

The meeting on political reform at King Prajadhipok's Institute this morning emphasized on drawing a format of the Political Reform Committee after Prime Minister Abhisit Vejjajiva had said the institute would act as mediator of the political reform.

Professor Dr. Somkid Lerdphaitoon, a member of the Academic Committee of the King Prajadhipok's Institute affirmed before he joined the meeting that he agreed to King Prajadhipok's Institute's role in political reform as a neutral agency.

Asked about Professor Sujit Boonbongkarn as the committee’s chairman, he said the final resolution should come later.

While Associate Professor Noranit Setthabut, another member of the Academic Committee thought Mr. Sujit was well qualified for the position.

DPM satisfied with security during provincial visits

Deputy Prime Minister for Security Affairs Suthep Thaugsuban expresses his satisfaction with security measures for Prime Minister Abhisit Vejjajiva and the ministers during their provincial visits last weekend.

The deputy premier lauded the governors of the provinces the Cabinet's members had visited during their provincial tours, especially Lop Buri province where the prime minister visited yesterday despite the slight chaos by the anti-government United Front of Democracy against Dictatorship (UDD) supporters.

Mr Suthep also dismissed the criticisms about the large deployment of police and military officers to provide security during the provincial tours, saying that the deployment was up to each province to arrange with no instructions from the government. He said people who threw objects towards the premier's motorcade would be punished, not the governor.

Meanwhile, Mr Abhisit said that he was not discouraged by the red-clad UDD’s attack in Lop Buri yesterday and he believed that people who threw bottles of water at his cars did so due to tensions caused by heat. The premier affirmed the government is obliged to be patient with protesters.

Public Health Doctor in Surin Phaisarn Worasathit is concerned about obesity among teenagers, who spend free time during long school holiday immobilized.

Doctor Phaisarn said that during long school holiday, some teenagers spent their free time listening to music, playing games, surfing the internet, which no physical movements. Therefore they are at risk of excessive waistline, potbelly, heart and blood vessel disease, diabetes, osteoporosis and cancer in the future.

The doctor said that according to the teenage behavior statistics, 29 per cent of teenagers like listening to the radio, 20 per cent talking on the phone, 19.4 per cent shopping, 17 per cent play computer, game, and internet, and 15 per cent travel to other provinces, there are not many activities which needed mobility, therefore teenagers may gain more weight and risk to have potbelly.

Respiratory disease patients in Chiang Mai increase by 20 per cent

Air pollution in Chiang Mai causes an increase of respiratory disease patients by 20 per cent, while sinusitis patients increased by 40 per cent recently.

Director of Nakhon Phing Hospital in Chiang Mai Doctor.Chatchawan Siriniran said that with air pollution crisis in Chiang Mai last week, there were patients admitted to the hospital with respiratory diseases, eyes irritation, coughing, sneezing, allergy, bronchitis and skin disease which increased by 20 per cent from the same period of last year, while patients who suffered from sinusitis increased by 40 per cent compared to the same period of last year both before and after the rainy season.

The director had asked for cooperation from people to not burn all kinds of stuffs in open air space and avoid outdoor exercises such as playing golf and jogging because they might face more impacts, currently the hospital had given masks to patients who got respiratory problems and those who requested by spending the normal budget of the hospital.

The Office of the Consumer Protection Board (OCPB) says Product Liability Law facilitates consumers to be protected from unsafe products.

Secretary-General of OCPB Nirot Jaroenprakorb said that the law came into force since February 20. The law covered all kinds of movable properties, produced or imported for sale, including the agricultural product and electric appliances. The law would directly affect the entrepreneurs’ cost from stricter control and examination of the production process, as consumers could sue the producer, importer and seller easier.

However OCPB has a committee to screen and examine the fact in case consumers sue about unsafe products, in order to be fair to both consumers and business owners.

Permanent Secretary for Labor supports PM’s SSO reform concept

The Permanent Secretary for Labor has expressed consent today (March 9) to the Prime Minister's idea to reform the Social Security Office (SSO) into an independent organization, though noting that its benefit should first be weighed.

Permanent Secretary of the Ministry of Labor Somchai Chumrat, as the Chairman of the SSO Board, today responded to an idea posed by Prime Minister Abhisit Vejjajiva for a transformation of the SSO into a public company or otherwise an independent organization. He remarked that the SSO does require an amount of flexibility and would stand to benefit from such a reform. He suggested however that the deliberation should be made based on the question of how much citizens would benefit from the change.

Moreover, Mr. Somchai pointed out that the idea had been considered in preceding to the current administration as well as his entry into office but was long left pending due to much attention being paid to solving the growing unemployment problem.

Unofficial investigation of Santika Pub case released

Result of the unofficial investigation of the Santika Pub fire has been s released, revealing that at least three officials are found guilty for neglecting their duties.

Permanent Secretary for the Bangkok Metropolitan Administration (BMA) Pongsak Semson revealed the unofficial investigation of Santika Pub case in public works and financial aspects that building inspector, building construction chief and public works chief were found guilty.

The committee inspecting on public works is chaired by Mr Chatnai Navaphut, Director of the BMA’s Public Works Department and comprises representatives from the Ministry of Justice while tax issue is inspected by representatives from the Ministry of Finance.

The three officials are found guilty for neglecting their duties of inspecting the building which was not constructed according to the approved construction draft.

Moreover, other persons, who are at risk of being found guilty in the case are the District Director at that time and other public works officials who were responsible for the documents due to the lost of the construction draft.

The result of the investigation will be forwarded to M.R Sukhumbhand Paribatra, the current Bangkok Governor and the Personnel Department to check the wordings if there are enough evidence to take disciplinary actions or to inquire any related persons or not.

For environmental inspection conducted by environmental officials, it needs revision on the law since Santika Pub had not asked for permission to conduct the business as an entertainment spot. Therefore, officials were not aware of Santika as an entertainment spot and did not inspect the pub accordingly.

Another committee inspecting the tax case of Santika Pub also found an abnormality as there was a tax collection after the pub was burned down already. The committee will keep investigating the issue and complete the report as soon as possible.

Wildfire Raged in Chaiyaphum’s sugar cane plantations

Chaiyaphum Province in the Northeast still daily faced with wildfire which just burned sugar cane plantations of villagers.

4 families in Chaiyaphum’s Phu Khiao District had difficulty to stop the wildfire burning their sugar cane plantations for the lack of water. They needed to wait for fire engine from Ban Phet Sub-District before it could extinguish the fire in an hour.

The fire originated from the forest near the foothill which spread to the plains where villagers had their sugar cane plantations of over 1,000 rais in area. The sugar cane had dry leaves which were highly inflammable.

Villagers said if the fire engine came 10 minutes later, their houses might be burnt down as they had not enough water to stop the fire.

Interior Ministry forms 17 teams to examine entertainment venues

The Ministry of Interior sets up 17 special sub-committees to randomly check entertainment venues both in Bangkok and local provinces from March 15 onwards.

Deputy Interior Minister Boonjong Wongtrairat said after chairing a meeting to present policies in entertainment venue examination that the meeting had approved the setting up of 17 special sub-committees ito examine entertainment venues. The sub-committees are made up of government officials of the Interior Ministry, representatives of the Bangkok Metropolitan Administration (BMA), and the representatives from the police.

6 teams would be responsible for the Bangkok area, while the other 11 teams would be responsible for local provinces. They would randomly examine the entertainment venue in order to strictly enforce the law concerning tourists’ safety, license, entrance and exit layout, and the insurance of guests.

Any entertainment venue that fail to meet legal requirements would be warned with 15 days to rectify or its license renewal would be affected. The special sub-committees would start their duty on March 15. They would examine at day time, while police would examine at night time, and their works would be evaluated two times a month.

The Deputy Interior Minister added that the ministerial regulations were in the process of revision and would be proposed to the Cabinet later.

Thailand to host World Congress of Malacology

Thailand is the first country in Asia to host the “World Congress of Malacology", the forum of world class mollusc academics in the Southern Island of Phuket this July.

Professor Dr Somsak Panha, who now assumes the role of President of Unitas Malacologica (UM or the World Scientific Society for Molluscs) revealed that Thailand will host the “2010 World Congress of Malacology" during 18-24 July 2009 in Phuket.

Professor Dr. Somsak, also a lecturer at the Department of Biology, Faculty of Science, Chulalongkorn University added that this congress will be the 17th held by the UM. He added that it would be such a great honor for Thailand as the first country in Asia to host the congress, as the congress would be organized for the first time in Asia as well.

“2010 World Congress of Malacology" is hosted by UM, Chulalongkorn University and the Biodiversity Research and Training Program (BRT) of National Science and Technology Development Agency (NSTDA).

The congress will be a forum of discussions among more than 500 world-class malacology academics from various countries on global studies and researches of molluscs. The studies and researches range from basic knowledge of biology, ecology, aquaculture to conservation of molluscs. The discussions will also include courses to support new researchers in South East Asia for higher level of researches.

In addition, the congress will feature exhibitions of molluscs in Thailand with the cooperation of Phuket Marine Biological Centre and Phang-nga Mangrove Forest Natural Resource Study Centre. Academics attending the congress will also have a field trip in Phuket to see biological diversity and fertility of Thailand.

Thai Airways International (THAI)’s labor union opposes moving all THAI flights to Suvarnabhumi International Airport.

President of THAI Labor Union Jamsi Sukchoterat together with THAI employees had submitted a petition to the Senate Committee on Consumer Protection and on Transportation, seeking THAI's continued service providing at Don Muang Airport. They argued that it was not reasonable to move all operations to Suvarnabhumi Airport in order to save 640 million baht of expense, if the executives had vision, they should find the way to increase income and see the opportunity to compete with other airways, but not destroying the company’s competitiveness with this plan.

Moreover the government’s policy of “Single Airport” had not been clarified as there were still other airlines that provide their services at Don Mueang Airport. However if the Suvarnabhumi Airport was developed in the second phase, Don Mueang Airport could be used as maintenance center, and the company could then move all services to Suvarnabhumi Airport. Meanwhile both committees affirmed to examine the petition for transparency and maximum benefits of consumers.

DPM satisfied with security during provincial visits

Deputy Prime Minister for Security Affairs Suthep Thaugsuban expresses his satisfaction with security measures for Prime Minister Abhisit Vejjajiva and the ministers during their provincial visits last weekend.

The deputy premier lauded the governors of the provinces the Cabinet's members had visited during their provincial tours, especially Lop Buri province where the prime minister visited yesterday despite the slight chaos by the anti-government United Front of Democracy against Dictatorship (UDD) supporters.

Mr Suthep also dismissed the criticisms about the large deployment of police and military officers to provide security during the provincial tours, saying that the deployment was up to each province to arrange with no instructions from the government. He said people who threw objects towards the premier's motorcade would be punished, not the governor.

Meanwhile, Mr Abhisit said that he was not discouraged by the red-clad UDD’s attack in Lop Buri yesterday and he believed that people who threw bottles of water at his cars did so due to tensions caused by heat. The premier affirmed the government is obliged to be patient with protesters.

FM to discuss Rohingya issue with Myanmar

Foreign Affairs Minister Kasit Piromya affirms Thailand will cooperate with Myanmar in returning illegal Rohingya migrants back to their home country without punishing them. The Thai government is preparing to systematize the legal import of Myanmar laborers.

The minister said he was scheduled to visit Myanmar on March 23rd to hold talks with the Burmese government about the Thai-Myanmar relations in terms of problems along the border, alien laborers, and measures to import legal Myanmar laborers.

During his provincial tour in Ranong province yesterday, Mr. Kasit met with 120 illegal alien laborers there. They consisted of Rohingya, Burmese, Lao, and Cambodian people. Most of the illegal Rohingya migrants told the minister that they were afraid that they would be punished if they were sent back to Myanmar. Mr Kasit assured them that they would not be maltreated and Thailand and Myanmar had reached an agreement on their issue during the last ASEAN Summit in Thailand.

The minister expressed his confidence that his trip to Myanmar would lead to collaboration in setting up a laborer import system for alien laborers in a bid to help prevent human trafficking.

PM assures priority on tackling women’s problems

Prime Minister Abhisit Vejjajiva has today (March 8) affirmed the government’s priority being stressed on solving women’s problems including elevating their roles in Thai society.

On Sunday, March 8, Prime Minister Abhisit Vejjajiva addressed the government’s stance on dealing with women’s problems during the weekly “Having Confidence in Thailand with PM Abhisit” program on the National Broadcasting Services of Thailand (NBT) channel as the date is marked as International Women’s Day. He admitted that Thai women still today remain inferior in society and are vulnerable to unrelenting abuses.

Therefore, Mr. Abhisit firmly stated that the government has put its utmost attention on tackling the issue and is preparing to adjust various regulations for an enhanced protection of women. He added that higher participation from women would be encouraged at all levels of administration in order to create true gender equality as well as to utilize the individuals’ abilities for propelling the nation forward.

In addition, the premier pleaded for cooperation from the media to exercise caution when presenting information pertaining to violence against women and also to promote positive attitude towards them.

Airport shift protested

Don Mueang residents and demonstrators rally in protest of the move of Thai Airways International's flights from Don Mueang Airport, requesting the government to revise its plan and hold a referendum.

Don Mueang residents and representatives from State Enterprises Workers Relations Confederation (SERC) gathered in front of domestic terminal of Don Mueang Airport, calling for the Government to revise its plan to move THAI flights from Don Mueang Airport back to Suvarnabhumi Airport.

The airport shift is the result of the Government’s single airport policy, allowing flights to be operated solely at Suvarnabhumi Airport.

Protesters pointed out negative effects from the airport shift, which include immediate unemployment of staff and entrepreneurs working in Don Mueang Airport as well as residents dwelling near the airport.

Mr Pruekpong Premsiri, a former Don Mueang member of Bangkok Metropolitan Council (BMC) said that the gathering was to request the Government to hold a public hearing through public discussions. Then, people will have opportunities to express their opinions towards the move while the Government will be able to use the referendum as a part of decision-making process.

Today, the protesters collected names of people disagreeing with the policy. Then, the names and the objection will be submitted to Transport Minister Sopon Zarum to postpone the airport shift.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Southern Municipal League will host an academic seminar to strengthen community and eliminate discrimination in the society.

Mayor of Thakham Sub District, Surat Thani Province Thanongsak Thaweethong, revealed that an academic seminar on the topic of ‘Strengthening the Community and Eliminating Discrimination in Asia and the Pacific Region’ would be organized on 9 March 2009 at Diamond Plaza Hotel, Surat Thani province.

The seminar is organized by UNESCO, the National Municipal League of Thailand and the National Municipal League of Southern Thailand.

The seminar is meant as an academic forum of discussion and opinion exchanges in economic, social, cultural and other aspects. In addition, the seminar is to develop and seek for strengths in forming policies to be used as a role model for future operation.

The model will help strengthen the community and eliminate discrimination to achieve a harmonious coexistence in the society.

Minister to the Prime Minister's Office Virachai Virameteekul today (March 8) visited Sukhothai to acknowledge the needs and problems of people and to confirm government assistance.

Mr. Virachai joined Sukhothai Governor and government officials to visit and listen to problems of Sukhothai people. The government had policies dealing with tourism promotion, drought, and village fund of Sukhothai province.

Moreover the Minister visited the village fund office of Tambon Ban San in Si Samrong District and the drought-stricken area of Tambon Na Khunkrai.

Mr.Virachai said the biggest problem to be urgently solved in Sukhothai was drought. People lacked water for agriculture. He affirmed that the government knew the problems and was ready to help.

As for tourism, he thought that the project to renovate ancient ruins called Inlet-Outlet Development was good and he would bring the proposition to discuss further in the Cabinet’s meeting.

DSI believes ID counterfeit gang collaborated by government officials

Department of Special Investigation (DSI) announces its arrest of identification card (ID) counterfeiters and the case will be investigated, while government officials are believed to be involved with the case.

Deputy Director-General of DSI Police Colonel Suchart Wongananchai announced the arrest of ID card counterfeiters in Nakhon Phanom, which was used to benefit financially, while government officials are suspected as collaborators.

DSI issued arrest warrant of five suspects who were related to the case on charges of making, using or showing the counterfeit document for putting their own names or other people’s name in the house registration certificate illegally.

Currently three suspects had been arrested, Tun or Mr.Weera Pakdee a Myanmar citizen disguised as a Buddhist monk for immigrating and then counterfeiting an ID card, Mr.Phonsri Sornphang and Mrs.Duangjai Lehkon who counterfeit ID card for aliens, charging them at 100,000 baht per person.

DSU Deputy Chief added that according to an investigation, there were more than 300 aliens with counterfeited ID cards, which was considered high, compared to the number of arrested suspects, therefore the gang should be quite large and government officials might have collaborated in the case.

However he said that disguising as a Buddhist monk for entering the country was a sensitive case, which might affect national security and Buddhism, therefore DSI would accelerate the investigation and promptly arrest the rest of the gang.

Thai national artist invents first fiber glass-music instrument in the world

Thai National Artist Manop Kaewbucha has invented Thai traditional music instrument, xylophone and gong made of fiber glass, as the world first such inventions, which help to reduce the use of natural materials and keeping the production prices down.

Mr. Manop, a National Artist in Sculpture 2006 said that in the past Thai traditional music instruments mostly were made of wood. At present, forest resources had decreased, therefore he had an idea to use fiber glass for the instruments in the place of wood.

The material used is a mixture of polyester resin and fiber glass, resulting in a strong, flexible, weatherproof, chemical substance-proof and light material, comparable to a reinforced concrete. It differs from plastic and is much cheaper than wood, therefore it would help popularize the Thai traditional music instrument more widely.

Such gong and xylophone made of fiber glass, had been invented for the first time in the world.

Permanent Secretary for Culture Weera Rojphotjanarat said that the invention was a good beginning to promote Thai classical music among Thai children and people. The Culture Ministry therefore fully support the use of fiber glass in the production of Thai traditional musical instruments. Moreover. it would help create jobs for artists and lower prices of musical instruments as well.

Schools in Surin help reduce global warming

Over 300 schools in Surin Province in the Northeast had their students grow trees to reduce global warming effects.

Surin Governor Pramote Sajjarak lauded Surin Educational Service Area Office and 300 schools under it which created an activity encouraging students to grow trees in the schools and public places, with each responsible for one tree, to help reduce global warming effects. Mr. Pramote said it was an admirable project and he wanted to see all schools in Surin initiate good projects such as this one.

He added that there were many ways to help reduce global warming such as growing trees in front of houses as one tree could absorb a ton of carbon dioxide throughout its life. Other means include the growing of bamboos as fences and the reduction of the use of plastic bags.

90 per cen of Buri Ram SSO members registers to get 2000-baht allowance

90 per cent of Social Security Office (SSO) members in Buri Ram, who are qualified to receive the benefit, had registered to receive the 2000-baht allowance, while Buri Ram SSO accelerates the transfer of information to the headquarters in order to pay check before Songkran Festival.

Buri Ram SSO Chief Kalaya Phonwiset said that as of March 5, there were 31,000 SSO members or about 90 per cent of 32,814 SSO members, whose incomes were lower than 15,000 baht a month, had registered to receive the 2,000-baht allowance.

The office had sent the information to the headquarters already in order to be able to hand out checks to SSO members before Songkran Festival.

For workers who have not registered yet, the office is speeding up the calls for them to register as soon as possible.

PM receives WWUG’s request to help women workers

Prime Minister Abhisit Vejjajiva accepted requests from the Women Workers’ Unity Group, promising to help create nurseries and solve social security funds’ problems.

A group of ‘Women Workers’ Unity Group’ (WWUG) demonstrators had rallied from in front of the Office of the United Nations on Ratchadamneon Nok Road to the Government House to mark the 100th anniversary of International Women’s Day.

Ms Plernpit Srisiri, the WWUG leader had filed a request to Prime Minister Abhisit Vejjajiva, asking the Government to set up more nurseries in industrial areas and renovate the existing ones to suit the needs of users as government welfare.

He said the ratio of women taking part in the management of nurseries must also be clearly and fairly stated in the law.

Furthermore, the group asked the Government to make the International Women’s Day as an official public holiday too.

After receiving the request, Prime Minister Abhisit admitted that abuse and the use of violence against women workers are always one of the prime issues of the Government.

Mr.Abhisit said that apart from law enforcement, another priority would be to create a proper attitude towards women workers. The media would be an important player in this respect. Still, the premier confessed that it might be difficult to solve labor problem during the current economic slump.

The Prime Minister confirmed the creation of more nurseries and said tax privileges would be granted for such nurseries.

Regarding the requests for social securities, the Prime Minister said that the Government had strong intention to reform the social security funds and would try to cover unregistered workers outside the system.

The Government aims to give all kinds of workers equal rights to the social security funds. Anyway, Mr Abhisit said that the amendment of the law and procedures involved would be taken into consideration.

Meanwhile, the Labor Congress of Thailand (LCT) staged a demonstration and made speeches at gate 4 of the Government House. The group also submitted a request to the Government to oversee compensation to unemployed people and to extend the unemployment period guarantee from eight to twelve months.

LCT also called for justice for workers, especially women workers who are affected by the economic slump and become unemployed according to the section 75 of the Labor Protection Act.

Alcohol firms 'breaking law with billboard ads'

Alcohol companies have violated new consumption laws over the past six months by advertising their products on billboards. And this could cause them to be fined Bt 11.5 million, Kamron Choodej, the coordinator of a network that seeks to limit consumption, said yesterday.

Kamron said his network had conducted a survey to monitor alcohol products on billboards after the Alcohol Consumption Control Bill came in to effect in February.

The survey from July 7 to 13 found 23 alcohol products were advertised on billboards beside five main roads in Bangkok, such as Lat Phrao, RamIndra, Pattanakarn and Sukhumvit.

Kamron said all alcohol manufacturers who broke the law could be fined Bt 11.5 million for these offences.

Some companies advertised their products via table covers and light boxes, he noted.

But there had been no action by police to charge offenders despite the law having been in place for six months.
